A previous Alert covered the planning application for an industrial development in Wood Lane, off School Road:

Many residents objected and WBC refused the application.

Subsequent to this WBC issued an Enforcement Notice on Instalcom for breach as follows:

  1. Without planning permission, the material change of use of 'the Land' to a sui generis use of a contractors yard (including the storage of materials, equipment associated paraphernalia and parking of vehicles) and offices. 

  2. Without planning permission the erection of two office buildings, the laying of hard surfacing, engineering operations to level the land, erection of security gates and fences. 

Instalcom have now appealed against this decision and the appeal details are shown in the attached notice from WBC dated 6 April 2021.  Residents who objected to the application 203326 should have received notification of the appeal and their comments will be sent to the Inspector by WBC.

However we wanted to make all residents aware and to offer you the chance to make representations to the Inspector if you wish.  Details of how to do this are in the attached WBC notice and the closing date for representations is 4 May 2021.

Instalcom have a lot of money invested in the Woodlands Farm site and are likely to pull out all stops to gain planning with a top legal team. It is important that all residents who care about this issue make their views known to the Inspector.

Additional points you may wish to consider include:

  • Instalcom have appealed on most of the grounds and they will be trying to underplay the amount of activity  and suggest it was not related to a contractors yard before the stop order was served.
  • They may submit to the inspectorate a new road safety plan for the byway and school road junction ( local residents have observed engineers/consultants over a 2 weeks period marking and measuring the area and as far as they can tell this is not related to council works) Even if a safety plan is submitted this still obviously has no impact on the number or size of vehicles on the local roads related to a contractor yard. A new road surface on the byway will increase the speed of HGVs and articulated lorries.
